Yes he  was Atal Bihari Vajpayee (25 December 1924 – 16 August 2018). was a three-time Prime Minister of India.
Under the leadership of Vajpayee, India conducted the second nuclear test in Pokhran, Rajasthan in the year 1998 without being afraid of nuclear power rich nations. Its US intelligence agency CIA could not even get a clue.

Atal Bihari Vajpayee was the three-time Prime Minister of India. He was the Prime Minister of India first from 16 May to 1 June 1996, and again in 1998 and again from 19 March 1999 to 22 May 2004. He was a Hindi poet, journalist and an eloquent orator. He was one of the founders of the Bharatiya Jana Sangh, and was also its president from 1968 to 1973.
