Why did the question arise on the Uttarakhand revenue police system & what did the High Court ask the Uttarakhand government?

Uttarakhand/Haridwar: A Dehradun-based organization had also filed a public interest litigation in the High Court on Wednesday to abolish the revenue policing system. The petitioner said that if the state government had complied with the court’s order on time, then the investigation of the Ankita Bhandari murder case would have done so much. There was no delay. In such a situation, the revenue policing system should be abolished.
The petitioner says that the High Court had given directions to the government on 13 January 2018.
On Wednesday, the High Court heard the PIL filed again for abolishing the system of revenue police in Uttarakhand.
In this case, a division bench of Chief Justice Vipin Sanghi and Justice RC Khulbe has directed the Chief Secretary to present a personal affidavit in three weeks. Along with this,
“The court has also asked to tell in the affidavit that what happened to the decision given by the High Court in this regard in the year 2018? “
In the said order, within six months, the revenue policing system in the state was abolished and the investigation of crimes was asked to be handed over to the civil police.
also said that the 157-year-old revenue policing system implemented in Uttarakhand should be ended within six months and the work of investigation of crimes should be handed over to the civil police. Earlier in the year 2004 in the Supreme Court in Naveen Chandra Vs State Government case also it was felt necessary to abolish this system.
It was also eaten that the revenue police did not get training like the civil police. Also, the revenue police do not have the basic facilities like modern tools, computers, DNA and blood tests, forensic tests and fingerprints. In the absence of these facilities, there are difficulties in reviewing the crime. Then the Supreme Court had said that there should be a uniform law and order in the state, which the citizens should get.
